False.  If all relevant verb ranks are infinite, then this is the case,
but if any of the verb ranks are not infinite, and the relevant noun
has greater rank, your verb can wind up treating different cells
to produce that result.

For example:
   (1+i.2 2) <@$ 9
+---+-------+
|9 9|9 9 9 9|
|   |9 9 9 9|
|   |9 9 9 9|
+---+-------+

The right rank of $ (and, thus, of <@$) is infinite, but not its left rank.
