My initial reaction (without testing so I apologise if I've missed something 
basic) is that you are needlessly complicating things.
 * Install to Custom location.
 * Copy ~bin/profilex_template.ijs to ~bin/profilex.ijs.
 * Edit ~bin/profilex.ijs with hard-coded links for ~user, ~temp (and ~home??) 
to the desired locations.
As I understand it you want everything to be the same for all users so 
variables are not required.

 * Move Start Menu folder to All-Users profile.
 * Done.

As I said at the start, I may be wrong, but from the use case you have given, 
something similar to the above should do the job.
