You don't need that, as MoinMoin is Python (not PHP),
can run under IIS as CGI, does not need RDBMS,
can also run stand-alone as its own web server.

Regarding editing format: Wiki format is like
plain old text, like editing DOS readme file.
So no WYSIWYG gets in your way. The repertoire is
simple yet expressive: inline (italics, bold, tt)
and paragraph (plain, indent, title, list, table)
plus tables, links and images. That's it. A summary
is at the bottom of the edit box. Use Preview frequently
to get an idea. You may want to a edit a "private" page
under your user page before moving it to a public
location under Guides, Scripts etc.
