I was able to create a directory "LalliJóns" on my machine but emacs is
unable to open a file in it though I can cd to it and create a file there.
So "wget" is not the only app that has a problem with this name.
It was appearing as "LalliJü=ns" in the emacs directory listing, so I
created another dir from the DOS command line with this name, but it's a
different name. Attempting to create the directory using the emacs
"make-directory" command gave a third version, as seen below. (Or not seen,
depending on what the browser and e-mail do to the following)

I'm not sure this helps at all other than pointing out it's not just a
problem with "wget".
