Flags can be stored as plain image attachments.

  ru.png, ua.png

It used to be like that for some.

As mentioned on http://www.jsoftware.com/jwiki/System/MoinMoin18, flags
are not longer supported by default in MoinMoin. They were removed for
reasons of political correctness, see
http://moinmo.in/MoinMoinBugs/EnglishFlag :

"{en} - English - map to the Union Jack flag {en} which is incorrect and
possibly offensive for people from U.S, Scotland, Northern Ireland,
Wales, Australia and others ..."

As a result, therefore, to get flags, you need an external link.

I would much prefer that the flags be stored on the server. Not least,
this speeds up page access and makes it easier to create offline pages.
It should be possible to add them to the smiley collection and refer to
them as in the old way. However, when setting up the new server, I took
a quick look at this and could not figure out how to do it. Enough had
changed from the earlier version of MoinMoin that I could not track down
where in the code I could extend the smileys.

So I would appreciate someone taking a look and letting me know what to do.
