Problem solved. Programmer error. This was something I'd learned years ago and then apparently forgot.
GUI routines in J must be CHAINED. I was in the midst of a hurried restructuring of a system and buried the form-related routine as part of a larger program's flow. So the form popped up, but program control immediately reverted to the invoking program, and this caused the apparent anomaly. Sorry I troubled you.
