All you need is JHS to do what you describe. You don't need apache or anything else. You need to read ~addons/ide/jhs/jhs_default.ijs and folow the instructions (basically copy to jhs.ijs and edit BIND=: to be 'any' and possibly USER=: and PASS=:.
