Display testaccess_jpacman_ for more info. The test is if it can write to ~bin/installer.txt.
You are running from a non-standard install so this isn't surprising. You could try creating that path and file. Or it might be easier to do a standard install and then add your bits on top. Not sure where you are starting from.
