It's not just national governments.  There are a growing number of businesses
(Burlington Coat Factory comes to mind, and the company in California who got
stuck with a ridiculous fine for"supposed" licensing violations and promptly
began work to eliminate M$ software) who have gone for linux in a big way. 
Local school districts that are hard up for funds are also quite susceptible to
linux.  Our local linux user's group has a project underway to refurbish older
systems for the schools.

That's true to about the 90% level.  Some applications (VB comes to mind) are
more difficult to eradicate.  Others, like Photoshop or scanner software are a
lot more user friendly than their linux counterparts.  There are a few
things I can't do with OpenOffice that I can do with M$ Office.  And, of course,
there's always the Joe/Jane clueless user phenomenon: except for the frequent
reboots, M$ stuff is a lot easier to use (and a lot easier to get corrupted by
virii) than linux.

Progress is being made.  People may scorn Lindows, but such an easy to (ab)use
release wan't even thinkable a few years ago.

With the current trends, it is likely that M$ will be pretty much a US
phenomenon in a few years, and there will be continual erosion here as well.
