Seems an odd notion since fuel usage must relate somewhat to driven
distance. However, as MPG on cars has improved quite a bit (doubled or
tripled), I do not think fuel tax has kept pace. So, more miles may in
fact be driven on fewer fuel tax dollars. I would favor a fuel tax based
on the average MPG of cars sold over the last three years. But, hey,
that would be too simple and not involve enough bureaucracy... 

Even tax crazy Sweden has not done this. And this from the place that
has rules about how many cups of coffee the company can provide
employees without adjusting their salary. FTR, no one really follows
this. But the tax guideline (a 'not a law' that can legally be enforced)
exists.
