I'm pretty much in the same situation. My 4mb connection was actually getting 
me about 2.5mb due to location and over-subscription in the area. I have a 
package with virgin media...television, broadband and telephone and they 
offered an upgrade of the television and the broadband for about £15 a month 
less so I took advantage of it hoping that the 20mb would actually get me 
maybe 15mb or so. That hasn't been the case so far, I (along with everyone 
else in the area who has broadband) have been getting anywhere from less than 
1mb up to 3.5mb for about 2 weeks now, even did not have service for two days 
during that time. Hence the reason for looking for a new provider.

Need or want? :) 16-20mb would serve my purpose.
