I don't know how to dothis -- it will depend on your ISP. They may not even offer secondary DNS services so you may need to look at something like http://www.zoneedit.com/ to be your secondary server if your ISP can't be your secondary.
It would probably be better to use something outside your ISP anyway -- if your ISP goes down for whatever reason, then both your DNS servers for the domain are likely to be offline also.
