Actually just move the macro to umem.c since that's the only place it
is (or should be) used anyway.

Yesterday i send a patch before i saw this email, i will send in a few
minutes a patch that moves
IB_UMEM_MAX_PAGE_CHUNK from ib_verbs.h to umem.c
