Well, who's OUI is the vendor ID? The chip makers or the board makers?
That has never really seemed clear to me, and the spec doesn't
say.

It is useless to identify the sillicon if it is the board makers, but
there is no equivilent to 'subsystem ID' like PCI has for the board..
