Are there any other tools like IBIS but that have more commands for the
PM MADS,
specifically for setting/getting attributes like the PortSamplesControl
and PortRcvErrorDetails
mainly for the purpose of getting the information from the counters that
make up the PortRcvError counter, such as PortLocalPhysicalErrors (this
would allow a substantial amount of more useful error information)
