A workaround:
a) Close both projects "org.ops4j.pax.radman_api" &
"org.ops4j.pax.radman_bootstrap".
b) Open project "org.ops4j.pax.radman_api".
c) Open project "org.ops4j.pax.radman_bootstrap"
You will see in that "org.ops4j.pax.radman_bootstrap" has
"org.ops4j.pax.radman_api" under its PluginDependencies.
