Change artifactId & symbolic name and packaging to reflect better the purpose
of this part of extender.
In the near feature new bundles will join as for example the war extender or
manifest based extender.
Doing this now will avoid confusion in the future.
So, changes will be:
artifact id: pax-web-extender -> pax-web-ex-whiteboard
symbolic name: org.ops4j.pax.web.extender -> org.ops4j.pax.extender.whiteboard
packaging: org/ops4j/pax/web/extender -> org/ops4j/pax/web/extender/whiteboard
