Hi Ingo, I had this problem way back in 2007. You might want to search the archives. Granted I was not using the latest version of pax-construct.
This is an extract from that posting:- My pom.xml already had dependencies on o.e.core.runtime & o.e.equinox.registry. It was the o.e.equinox.registry that was exporting o.e.core.runtime;registry=split;mandatory=registry.
