Split base project in fine grained modules

Base project is composed out of divers utilities that target different areas.
As not all the time using base will mean that you use all the packages it will
be good to split ops4j project in fine grained modules so a user of the project
could select only the parts it needs. For those that want to use the whole
project they should still be able to do so.
