Not "recommended", but required according to the guidelines from Maven.

No, if we need repository information for an external dependency that is not 
in the central repository, then we have a problem and should fix the problem 
instead of making it harder for the users. As long as the licensing allows 
downloading deps, we should make the needed dependencies available on central 
repo.
