There are no other existing area in Pax Wicket that needs substantial effort. The concept of the Menu subsystem is that different bundles should be able to "contribute" menu items to menus, and that the OSGi configuration system allow for re-arranging those in runtime, similar to how one can move Content around ContentAggregators for panels. I think you need to get the hang of Pax Wicket before trying to get the menu system up and running.
