As reported in PAXSB-7 paxruner exposes its own implementation of jcl.
If used embeded together with other jcl implementation the Runner does not
start.
Shortterm solution is that paxrunner becomes aware of this issue and handles it
internally.
This problem should not prevent paxrunner from starting correctly.
