Add mvnlive handler

A new mvnlive handler (the name mvnlazy is also on the table) is in place that
triggers a mvn -rebuilds prior handing over the built artifact.
This is a convinience url handler that saves people from doing "mvn clean
install" all the time when developing bundles.
This is handy especially in pax drone setups. Then you are completely in your
code, never leave the ide (..), while still being IDE independent.
The core handler is in place. Still there are issues to be boiled out.
This task will handle those issues (as subtasks). It can be resolved when
mvnlive/mvnlazy is part of a official pax-url release.
