Ability to pick up exploded bundles in the directory scanner

There does not currently appear to be a way to have pax run deploy an exploded
bundle even though the OSGI containers allow this. This would be a huge benefit
for deploying fragments that contain configurations that may need to be
modified. The current code just iterates through any directories that it finds
to pull out the files in the directories.
