Currently when using the maven pax plugin, running the pax:provision goal
allows you to "Provision all local and imported bundles onto the selected OSGi
framework."
However, this goal will also start the OSGi framework. An option is required to
perform the provision without starting the OSGi framework.
One particular use case for this option, is to use pax to package a deployable
OSGi environment as part of a maven build.
