I might know what is your "problem". You are thinking that by using
the --obrRepos startup option you will actually get that repository
ion the started osgi platform. But that is not the case. That is the
repo to be used by pax runner to discover the bundles via obr and not
a property for the started osgi platform. And it is meaningful only
when you are using obr: urls.
If you want to setup the property of the started osgi platform you
will have to either use the startup option
--vmOptions="-Dobr.repository.url=http://myServer/repository.xml"; (in
case of Felix OBR impl) or other means of setting the system
properties of started platform as you can find in using the file
scanner (scan-file:) or pom scanner (scan-pom:). You can find
