not really needed (there was a change to this back in the 70s or 80s).
The fact that they are missing is most likely due to Makas not
remembering to put them in, in the first place, and since most of us
run with "initial comment collapsed" kind of feature in the IDE, we
don't notice...

As Alin said, you can assume that everything found in OPS4J repository
is Apache Licensed.
