Pax-runner is a tool to quickly help us running osgi application with
many OSGi containers.
I'm not sure what you meant by configure bundles. Pax-runner reads its
configuration, in this case
deploy all bundles specified by mvn url and deploy them in the default
start level.

the way i ran it, 'ss' shows all packages are active, so i think it is 
something to do with
configuration, not running.

I don't think it's related. If you look at your 'ss' output

All these bundles are active.

Although I'm not sure which http service provider that u use. But if I
guess correctly
22    ACTIVE      org.springframework.osgi.catalina.osgi_5.5.23.SNAPSHOT

That also says that it's active.
Perhaps I should try to run spring-dm server + pax-wicket and see how that goes.
