Fix For: 0.16.1
The property org.osgi.framework.executionenvironment must be set in order that
the frameworks check the required execution environments by bundles.
So, if the startup option --ee is set Pax Runner must set the appropriate
framework specific options and org.osgi.framework.executionenvironment
framework property.
