You have to install the JSP support: http://wiki.ops4j.org/confluence/x/CgNN and enable the JSP support via calling: registerJsps on WebContainer. If you are using the web externder the registerJsps is already done for you but you still have to have the jsp support bundle installed and started.
As I told in a previous email if you had used pax runner this were already done for you by "war" profile. Also if you have pax logging, Pax web will log a warning about the fact that the jsp support is not enabled.
