No specific reason at all..... We have been using 1.3.1 in production and are quite happy with it. Frankly, until I went to get the URL link, I didn't know that 1.4 was out.
I'm reading the docs now .... If you use maven for your builds and want to do wsimport stuff, I can send some pointers your way as well.
