I was wondering myself what would be the role of Pax URL in this story, and the 
only added value I see now is that you could have an url handler similar to 
war:/war-i: protocol handlers that will be able to automatically add the 
necessary osgi headers by using bnd under the hood.
The rest of the process will have to be handled a kind of osgi ready EJB 
container that discovers this bundles via an extender pattern.
