JSP specs 2.x mandates that the tags can be automatically found in
/WEB-INF/tags. This are those files that have an .tag and .tagx extension.
As soon as PAXWEB-129 is implemented Pax Web extender should implement the new
WebContainerContext.getResourcepaths() by delegating to extended bundle via
Bundle.getEntryPaths()
