Pax Web does not respect javax.servlet.context.tempdir property

The documentation says that Pax Web accepts the javax.servlet.context.tempdir
configuration parameter. Indeed, the underlying Jetty seems to do so, but Pax
Web itself is creating directories like .paxweb3574443332323518823/ in the
default temp directory, not the one configured.
