Hi Alin,

When I said Maven deployer, I was referring to using pom files to list
bundles to be deployed by pax runner (pax-run.sh).  This is very easy
for me as all of our development bundles are in our own maven snapshot
repository.

As a side note, "mvn pax:provision" does deploy the war files as
expected.

What happens is that all of the annotations that have I tried attempt to
download a jar file from our snapshot repository ...

Ok, I am an idiot....

mvn pax:provision works.  When executed, it lists the bundles to be
deployed.  I cut and pasted the war files from the pax:provision output
and put it in my runner.args file and all is well.
