Pax-url-dir is currently one of the few url handlers that are not contained in
pax runner.
Sure, in future it will be replace (or at least will delegate to) by
pax-url-assembly but for now it would be good for pax exam.
Since 1.1.1-SNAPSHOT it needs this handler and currently invokes it by hand
because it is not in pax runner.
