The Pax Runner setting for starting at a different start level is by adding
"@<start level>".If in your project are using pax plugin
deployURLs<http://www.ops4j.org/projects/pax/construct/maven-pax-plugin/provision-mojo.html#deployURLs>
 then just add the @ to your urls
If you use <depenency> then I do not think that there is such an option. You
may want to create a jira issue for it in Pax construct.
