Quickbuild: Activate in Exam based on environment

Quickbuild just makes sense when running tests in the IDE and not as part of a
anyhow complex maven build.
1. We need a new option to set Quickbuild facility on/off
2. If it is set to on, we still need to make sure we are running in an IDE
JUnit runner. Otherwise it will just make mvn builds more complex
(unneccessary).
