When using PAX-WEB to serve static content from a bundle file, PAX-WEB does not
include Last-Modified in the response and does not check for If-Modified-Since
when the resource is retrieved again. This effectively disables caching the
content on the client/browser/webstart etc.
Looking at the source for jetty, it seems its DefaultServlet would in fact send
this information and do the proper checks. It seems reasonable that the jetty
default servlet was used to serve static content rather than PAX-WEB's
ResourceServlet?
Though there is a workaround - writing servlets to handle all static content -
this is critical to projects with many modules and much static content...
