In my view is a problem in the framework implementation (I suppose you use 
Felix). 
We are using bundle.findEntries("WEB-INF", "web.xml", false) which returns two 
entries. In your case I presume web.xml and geronimo-web.xml. This should not 
be the case.

Can you check that using another framework impl as Equinox for example?
