are sitting behind a http-proxy or some other corporate treatment ?
Just because you'll need to have access to some maven repositories.
If you are behind a proxy, be sure to set things up like described here:

re-run with --log=debug additionally and share the log.

@Stephane: i think the options are recognized correctly (see, it tries to
access the equinox profile). But cannot judge from here because of lack of a
windows machine right now.
