I have a web application bundle that defines my servlets and html files. I
wanted to be able to attach the css and images via a fragment, so I could
easily change the look of my code by switching the fragment I had attached.
This appears not to be possible though because the PAX web extender does not
appear to serve content up from the fragment, just the host, bundle.
