Do you need some specific xml features ? I've enhanced the propery based configuration to support all options supported by the xml afaik (nested filters, appenders and such). So if that's what you're looking for, there's no real need for xml configuration.
Anyway, to answer the question, there's no way to use an xml as really the preferred way is to use ConfigAdmin.
