Trying to reproduce the problem, I deleted all of pax-url from my local Maven repo, added the Sonatype snapshots repo to my Maven settings.xml and ran a build of Pax Exam 2.4.0-SNAPSHOT which also uses Pax URL 1.4-SNAPSHOT.
I didn't notice any problems. I'm afraid that doesn't solve your issue but at least it reduces the likelihood that Pax URL or the Sonatype repo is broken.

Taking a look at the oss.sonatype repository I was able to see those artifacts though they did have timestamps with them. When I tried to build the pax-url project I had the same kind of issue when trying to resolve pax-url-obr.
