I found it. Thank you!

There is a small problem in ConfMan which is annoying.To start
successfully it needs
the OSGi Configuration Admin service to be already available, which
forces me to start
bundles in a particular order.

I will take a look and see whether there is a (relatively) obvious
fix. If I can figure it out
I will ask you to move it over.
