Bionic is very minimal and it would be difficult or, more likely impossible, to build the rest of the Tizen sw stack against bionic. Take a look at the list of rpms built for each Tizen release - you would have to rebuild all of those against another libc. The discussion of glibc vs some other libc like uclibc usually comes up in products with very small memory and storage footprints. The Tizen stack doesn't strike me as a software stack targeted at such devices so I think it's the least of your worries.
