unfortunately lthor is proprietary :-(
so I don't have the sources. I suppose you asked YoungJin Lee
<[email protected]> from Samsung? You may also try Ed Bartosh
<[email protected]> from Intel.
In the meantime, just guessing and taking a stab at it:
Could you verify that the image you downloaded is in order? At least the
response seems to indicated the the init download request failed,
perhaps due to a corrupt image.

http://download.tizen.org/snapshots/trunk/common/tizen_20121219.1/images/lb/lb-tizen_20121219.1-rs.tar.gz.
I tried it myself, and it worked alright for me.
Alternatively, could you try another image, such as the release
http://download.tizen.org/releases/daily/2.0alpha/common/tizen-2.0_20120921.19/images/TRATS-2.0A/TRATS-2.0A-tizen-2.0_20120921.19-@[email protected]
