Yes, it's true.  Tizen is moving to utilize systemd instead of init.d.

pointed to that has information on that.  For more information on systemd
you can look here: http://www.freedesktop.org/wiki/Software/systemd.  Many
Linux distributions (including the most popular) are moving away from
init.d.  With a few exceptions (like Ubuntu which uses upstart) they are
moving to systemd.
