You don't have to build entire Tizen.  I would normally follow these steps:

   - Decide on packages you would want avalialble on the platform
   - Write, or preferrably use the
existing<http://download.tizen.org/releases/daily/2.0alpha/common/latest/repos/tizen-main/armv7l/packages/repodata/group.xml>,
   group.xml
   - Learn <http://fedoraproject.org/wiki/Anaconda/Kickstart>about, and
   write one, kickstart file
   - Learn using
mic<https://source.tizen.org/documentation/reference/mic-image-creator>
and
   create a file system image (RFS)
