Thanks a lot for pointing the error. Yes, I am building for IVI but in the
command line I am using,

sudo gbs build -A armv7l -R
http://download.tizen.org/releases/daily/2.0alpha/common/latest/repos/tizen-base/armv7l/packages/-R
http://download.tizen.org/releases/daily/2.0alpha/common/latest/repos/tizen-main/armv7l/packages/--debug.

Now I edited the .gbs.conf file url to
http://download.tizen.org/releases/daily/2.0alpha/common/latest/ and build
worked.

I want to build locally and every time I do gbs it downloads the packages
from repos from releases. I have already downloaded the toolchain source
from tizen source repo then why does it downloads?
The tizen site describes that we can build locally but not how.
